I am guessing it is a nail punch...possibly a centre punch or recess punch.
I would not like to guess what a lil ole lady is doing with it.

I think that it is too shiny and nicely finished for a nail punch. It also does not have any marks of being bashed with hammer. Looks like a precision instrument; I think it is something along the lines suggested in post 39.

I think it is an air pressure guage for tyres.
You press the end on the valve and the top will pop out telling you how much pressure you have in the tyres.

It looks like a stylus for touch screen ipad or iphone, with the tip broken off.
