why would the C column be =SUM(b1/a1) ? surely it would be just =b1/a1 with the C column formatted as a Percentage?
Maybe I'm missing something?

You can get around the 0 in cell A if you put this in cell C
=IF(A1<=0,"Yipee a freebie",B1/A1)
