OK, so what you are saying is that you do not care if product is Halal certified, as long as does not say it on the label?!!!!!!!!!!!

So, the factory pays for their product to be certified, and then put it in jars with the stamp for export, and for local consumption they use label without the stamp?  Defeats the purpose somewhat doesn't it; the money was paid; the product is Halal, but the local Muslim population will not buy the product if it does not have the stamp.
