Frankly, I'm not impressed with Evelyn Orford's? the expert in the Report, appearance either.

I have worked with two women who had plucked their eyebrows so much that they had little hair left...so they opted for tattoos. They looked ridiculous and fake. I imagine plucking and using cosmetics on eyebrows are supposed to enhance the look. (I don't know...I have fair hair and have never bothered with plucking my eyebrows or changing their colour). Tattoos certainly can make eyebrows stand out....but not necessarily in a good way.
