I don't think so. Saudi Arabia had a moan a few years back when it was becoming obvious that its oil sales might take a hit from the shale/oil industry and other factors:

Well two wrongs don't make a right and if an Israeli did want to enter those countries,more than likely he or she would be a Mossad agent.
