Not quite sure either - given it is a postal ' thingy '.

Usually a no vote in an election is deemed to be a non vote against the sitting party - therefore in their favour.

How do you arrive at that conclusion?  Yes is yes, no is no, abstaining from voting is abstaining from voting  ...

And - given - it is a postal vote - not compulsary - there is no fine to consider.
