Vic hasnt closed theirs, dont think NSW ones are closed, do you have a link re that?

From what I read the man had already been warned twice for not adhering to restrictions.

When the police had to speak to him a third time he was fined.

So it wasn't just sitting to eat the kebab, it was that he ignored the other 2 warnings.

The police seem to be issuing warnings most of the time, and just issuing the fines when these warnings are ignored or the offenders become argumentative.

Many news stories leave out these important details which makes it hard for us who read them.
