ammonium nitrate is also used to manufacer explosives and bomb making.

perhaps having a stock plie like that in an inhabinated area was not a good idea even if it practical 


 

Perhaps the fact that ammonium nitrate, of itself, is not an explosive compound might have something to do with it.

perhaps its you that hasnt done their homework,  try buying it in Australia, there is a very good reason it is now controlled so tightly.

It makes a very big bang and is easy to make into a bomb

However, as has been noted, of itself ammonium nitrate is not explosive.
