mostly without legal authority = remove most of law = la, hence ballad - la = bald
this goes above a cravat = a chin
to set up = makes the whole clue
canopy = baldachin
and alternatively

beardless = a bald chin
wonder = jumble this up
also a nod to the phrase “chinless wonder” to give an extra clue in the direction of chin
Describe = here’s the whole word clue
