I think the most important thing is that people know the limits and consquences of their own behaviour and accept that how they behave does and will affect other people..

I think that cuts both ways, when you go out deliberately to cause a controversy and it doesn't go your way its not bulling, you just underestimated the intelligence of others to see what you are doing and taking them for fools.

when someone repeats the same behavior why expect a different outcome.

why does me or anyone having a different opinion than you on a discussion board  mean they deliberately set out to cause controversy ? 

If people were more tolerant of differences we could all be better off 🙂

I think the most important thing is that people know the limits and consquences of their own behaviour and accept that how they behave does and will affect other people....how much that does is not up to them to judge or decide (especially when it reaches a criminal level) and implying their victim is weak both enables,empowers and excuses their behaviour. That we all remember that all people have the same rights and responsibilities we have.   Maybe the worst thing that can happen to a victim of crime is to repeat what was done to them..to me that  would really make someone a victim.

I don't understand why we need a constant stream of threads in which some or all of us are accused of being a cyber bully.

What are the crimes you are talking about?

Exactly how is a thread like this going to inform anyone of anything. It's just more of the same old same old. This is not just information. You are making serious accusations without direct and explaining the problem.
