I would expect them to be told to leave too DDB.:-)
Not the other way around.
I may even say so and would ,most certainly support anyone who felt and acknowledged that they were being a problem.
I see it as everyone has the same rights and responsibilities in a public space.
Kind of like a badly behaved kid should be told to behave and be removed (imo )from a public playground if necessary...rather than all the other children be told to leave if they don't like what is happening?
Yes , of course if the kid behaving badly won't behave people may chose to remove their children...but should they have to and should those parent's who think that's the way to go tell other parent's to put up with it or leave ?

But what if that child has a mental disability or some other illness or condition?......
I've seen you posit that scenario many times......
Some people can go their whole lives and never really live for a single minute.

If he can't behave even here I deal with it and remove him and/or get the police to if and when necessary...he is over 6ft and has about 30kgs on me so sometimes I need help.

you still have to exercise reasonable care, regardless.

and it's my responsibility to recognise that all people have rights and to try to make sure that I,my son and/or my DD don't negatively impact on other people's rights ...I have to be constantly aware of that ...f
especially with my son..for the sake of others and himself.
