Payment cannot be processed

For the last few days, I keep getting the same message when trying to make purchases. I've tried with a debit and credit card. I've contacted my bank - there are no issues, blocks or restrictions. I've tried with PayPal but it won't let me link my cards. I've been in touch with Ebay 6 times, they've told me:
- The sellers have PayPal issues (not the case)
- There is a problem with the Ebay checkout system
- I have to get PayPal
- Ebay restricts some credit cards as a security precaution
- I have to clear browsing history, etc. (which I tried)
- Ask for manual PayPal invoices
Somehow I managed to pay for an item this morning - it worked. But other payments, on the same card, can't be processed. I don't get it and Ebay has no idea either.
Does anyone have any ideas?

i have the same issue ,but my payPal is activated and verified
Ebay has changed policy in regards to payment methond , check this link

There's a lot of work happening behind the scenes at the moment, in preparation for shifting sellers to eBay's new managed payments system, as linked above. I suspect this has been the cause of many similar issues over the last few weeks, as well as the implementation of Afterpay. It should hopefully resolve soon, but the actual roll-out of this sytem won't be completed in full this year (most sellers will have been switched over by the end of 2020, but not all), so I expect these random glitches will continue to pop up here and there for a while, unfortunately.
