Yeah, it's called Parcel Collect, which is what I suggested.
I don't live in a ghetto, but still had the issue of parcels being stolen from the front door (apparently that was considered a safe place, despite being in full view of the street and full access to anyone walking past). I only use Parcel Collect now and have had zero parcels stolen since.
Some city areas have Parcel Lockers where you can collect your parcel at any time.
