Thanks for all the suggestions.  But I am just bit worried that maybe the toxic smell is the plastic "gassing off", it probably is not so noticeable when it is not kept for 6 weeks in totally air tight bag, as this lot was.  But just because it is not as noticeable does not mean it is not harmful.  I have to wonder if these particular beads are manufactured for putting in toys, or if they are, made for another reason?  If they are not specifically made for toys, under the appropriate regulations, there may be other substances in them, not strongly smelly that could be dangerous.  I decided that there is no way I will be using them.

We actually drove past that truck accident on our way to Queensland. It was still smoldering at the time. It was totally destroyed. Nothing would have survived it. I doubt anyone would have tried to save the contents.
