From memory it was an Aussie seller S&D, but not a major seller.

There is no registration required to sell solar panels.
now if they are to be connected to the mains supply, than there is registrations required for the connection work. But based on the buyers cryptic comments they may even be just a 12 volt panel to run the chook house.

If there is no mention of a warranty, then there isn't one.
In fact on ebay, even if an ad says there is a warranty, usually there isn't one. Not unless the seller is an authorised distributor.
Ebay is not going to be interested 2 years after you purchased. There is nothing you can do except remove these panels if they are broken and replace, if you wish to.
But don't try to buy them on ebay, it probably won't end well.
