Absolutely! I can't give feedback on the item as I haven't listened to it or watched it! I do want to leave feedback for the seller who has done everything right, however, making both mandatory means I can do neither ;-(
This is a terrible ebay policy that has no upside, given most item reviews will be worthless (ie people reviewing an item they've never heard/seen).
