It could be that the seller made a mistake, or you could message them to see if they can offer a better price?

I personally have the "Make an offer" there so that if customers purchase say.. 2 or more items then I could give them a little discount. All in the fun of bargaining.

Sellers will do this to encourage more people to view their listings. Make an Offer can be attractive, more so than a set price.

Any seller who makes a counteroffer of the BIN or 1$ under is someone I do not buy from; it is misleading.

Was it a multiple quantity listing? (i.e. several available). A lot of sellers use the Best Offer function to negotiate discounts on bulk purchases, and they won't actually entertain a discount on a single item, but may give one for 5, 10, 50 etc. 

 

Unfortunately, any reference in a listing description to the offer feature means risking a policy violation and having the listing removed ("offer" is picked up on by eBay as potentially trying to deal outside eBay, even though it's referring to an eBay function), so a seller generally can't elaborate on how they're using the feature.
