I'd have to wonder why eBay hasn't become aware of the problems of the program - it has to be having a severe impact on American sellers and their overseas buyers.
I know for a fact that 2 of my Stateside sellers were completely unaware of the high costs buyers were being charged, and the long delays in items being delivered.
It'll be very interesting to see how the OP goes, if they open a dispute, with getting reimbursed by that company for postage charges.
( goes back to shed to bash things with large hammers....................... )

True, but a good business would get cranky, then address the problem to make it go away/fix it.
A common form of getting complaints noticed, and fixed, is to leave a comment on the Facebook page of the business.
These statements are usually the last resort of the frustrated and begin along the lines of "I have emailed and called x number of times about this issue"
With eBay, of course contacting customer support is the polite first step, but if they do nothing, it is only fair that people are informed of problems that are ongoing and ignored.

But, how do you answer a question which is about that programme which is such a rorte, that does not discourage people from using it?
Do you tell them, "no, although you have been charged twice as much, with twice as long a delivery time, it is great"?
It is an Ebay initiative, so it must be!

I think leaving out comments such as "they are useless", or "don't use them" etc may be a place to start.
The rule does not say the truth can't be told, it just has to be worded without any personal feelings or opinions that may encourage others not to use the service.
Allow people to draw their own conclusions iykwim
It's just a rule for eBay, whilst respecting Defamation Laws, there are many alternate avenues and platforms for people to articulate their personal opinions.
