Recently I bought what was advertised as an iPad 4. Paid $350 for it, but what was sent to me was not a 4, but an old piece of **bleep**. Yet was sent a 4 charger.. Seller has offered for me to return the item for a refund, but I can't seem to be able to get a forwarding address, he has since not replied to any messages when I ask him for an address. Is there another way I can get his info so item can be sent back???

For your safety, you should lodge a Paypal dispute for SNAD and only return the item to the address provided by Paypal. To do anything else will void your Paypal buyer protection.

When you lodge a dispute with Paypal, you are only given two options, which are Item Not Received or Not As Described, usually abbreviated here as INR and NAD (or more commonly, SNAD).
As the OP has actually received an item, albeit not the one which was purchased, the only other dispute option available to them is (Significantly) Not As Described.

Plus when you return it send it back registered and signed for. Otherwise they can say it never arrived. You will be ok as paypal is biassed towards the buyer.
