reading some of the replies to this topic, it appears to me that what some posters are suggesting is "the buyer beware " attitude. What ever happened to the so called contract between buyer and seller , the honesty and integrity  of Ebay users. Go on , but something then,  do not pay. See what happens. A scammer can set up an ebay account,  then when it comes to setting up a Paypal Account, dont you need to meet the 100% identification check ?, so a scammer gets paid  via Paypal,  goes to the bank , withdraws the cash  and sails off into the sunset.   Isnt that called fraud?????    I for one would like to know what the Paypal ppl policy is and what they do about that.

I suppose you could read the PayPal policy and find out what it says.

Yes, there are scammers on eBay who take the money and then don't send the item. If you put in an item not received claim with PayPal, they will refund your money, unless the seller can prove they have posted it (by providing a tracking number). If the sellers PayPal account has been emptied out, PayPal will go after them for the money.

A seller can't just ride off into the sunset. Their account has to remian completely inactive for 60 days before they can close their account. On the other hand, eBay can close their account when they feel like it if the seller has been breaking the rules.

Finally someone has made some sence out of all this, maybe eBay and Paypal should come on board and give us a brief account on there policy regarding these types off problems.
