Yes it can do, however in this case payment was made from my paypal balance, the egg timer appeared and I was directed to paypal where it stated the payment was unclaimed as the seller is not registered.

Could be a simple typo in the email addy from an old listing. It happens, its called human error.
Busiest time of year for many people, including sellers, who knows why they don't make contact.
In this situation you have control over the payment and can cancel it.
You can then maybe save yourself some angst and shop elsewhere. You can't get an unpaid strike as you paid.
