Unfortunately I have been ripped off by a seller with the uncanny name of
They string you along until your eBay Money Back Guarantee eligibility has passed. They are saying tha the parcel was resent but never received anything. First time out of all my items that nothing hasn't arrived,

NEVER allow a seller to string you along no matter how obliging they sound as you have found out.
Did you fund the payment with a credit card?
If yes then contact your bank about a chargeback.

Is it too late to open a INR through PayPal? You've got 180 days to open one of those. Providing you bought after November, you should be right.

Please let us know how you get on with this? I suppose there are still a few sellers out there who don't know the PayPal claims are for 180 days now, not 45. They probably think that as 45 days are up, they are home and hosed.
