Some overseas sellers will not accept paypal payments that are funded with a credit card.

Have you tried a paypal payment funded with either your paypal balance or your bank account?

What options are you given?

Are you sure the seller accepts paypal....some overseas countries don't have to have paypal as an option (Germany is one that I know of offhand)
