Hi, how do I make a complaint to EBay in regards to their customer service people? I mean a formal complaint, not calling up and asking for a supervisor, which is informal and can just result in needing to complain about the supervisor too because their supervisors aren’t a complaints team. Do eBay even have a complaints team? Thinking a company that huge should do. Do they have a specific email address I can contact their complaints team on? If they don’t have a complaints department then what is the best email to contact them on to put through a complaint. I want this done in writing. Thanks!

If you've had an interaction with eBay Customer Service, you'll get sent a survey at some point - let it all hang out there. Or, start a Live Chat, and try and escalate it via that.
Alternatively, if it's about sellers not being able to leave negative feedback, don't waste your time...
