Rating on Postage cost

How does a seller have the option to rate them on postage costs not available?

Because I know that a seller gets an automatic 5 stars for free postage but a seller that I went to leave feedback for charged me postage without any discount on multiple items,so basically charged me $2 postage for each item, so for 4 items I was charged $8 postage and I couldn't leave a star rating WT?

The seller charges for postage without any discounts and has a 5/5 for postage how is this possible lol I want in on it hahaha.

Could the items have been combined? What was the total weight?

Maybe, combining would have cost you more??

All the items came in an envelope with a $2 stamp on it.

I'm scratching my head as to how I wasn't able to leave a rating for postage when it wasn't free postage.
