Lance, whilst not saying that particular seller is totally upfront, I must say that as the auction already had a bid, adding the comment

***Please note***This is a Replica ART BAR

in very large type at the bottom of the advert was the ONLY option availble to them, as ebay does not allow revisions to the title or text once the auction had a bid.

also, that seller has very large clear photos of the item.. very clearly showing 999 LAYERED on the obverse.

I have seen less honest ''silver'' sellers on ebay

I have only once had a report and that was for a handbag - had no idea it was not genuine but do now I have been to Vietnam markets !! I was told then that the manufacturers of designer items watch the listings. If you are not happy about something contact the manufacturer and alert them. They will then do something about it or not,it is up to them ,but ebay will listen and act if necessary.

Ebay always seem to have some technical "excuse" to leave what most world call violation listings...I trolled through fishing tackle least night...over 600 pages and i'd have to say 70 % were guilty of wrong category and by no means unintentional ......btw all the offenders were TRS.stores/power sellers all with high volume sales  and now i know how they became TRS....listings i found in FISHING LURES where.....men's wrist watches, pendants..i guess ebay would say..well you can wear a watch fishing....sets of golf clubs....jars of peanut butter--i guess you have to eat going fishing....power drills.....hooks...swivels ..sinkers..bottles of scented fishing crap...decals.....generators...line.....lights..down riggers..bags...

clamps..rings..u-shackles. etc etc etc etc..and to my knowledge the listings are still posted.......im starting to realize why legit sellers sometimes have a tough time selling when buyers have to filter through pages of useless crap first..

top end... if something as blatant as peanut butter under a Fishing Category a report will get it removed.

I was once selling stamps for collectors on an ID with only a few hundred feedbacks, I then listed a book, but accidentally left the category as Stamps >Australia not because I was trying to manipulate anything just because I forgot to change the category when I hit list next item button.... it was pulled by eBay within 24hrs for Wrong Category !

Maybe this will help shine some light on it.

Yup..Right on...

I think that the sellers are telling the truth. They are telling you what its like so the buyer knows, but I don't see them trying to trick people into thinking its the real thing.

When life gives you lemons.
Squeeze them into people's eyes
