I've sent a combined invoice to someone in the USA for ended auction three items but when they go to pay now it is only comes up with one of the items? Does anyone know what they maybe doing wrong or is them some known bug in the system?

It's a known bug, but eBay don't seem to want to fix it. As usual.
I think you would need to either cancel the items and relist as one BIN or send an invoice through Paypal.
