If you click on her feedback and it's saying not a registered user, eBay have shut her account down. Open a dispute now to get your fees back.

I know if a seller becomes NARU a buyer can open a dispute and get an almost immediate refund, but not sure what happens when it's the buyer. Just wait the 4 days and open an UPI. Although, if they are definitely NARU, a cancellation might be quicker as you should be able to do that straight away. The last cancellation I did, which I used the reason unable to contact buyer (or something to that effect), I was able to manually close it on day 8.
Good to see eBay took notice of the report! Well done for pushing the issue with them.
