If its not registered it wont concern them if they believe buyer is just doing a dodgy as that as is a buyer / seller issue. So IF they investigate once they find no obvious issue in their service they are not going to anything further, not that they can.
Some dodgy buyers could be targeting items that are obviously sent untracked. Untracked can also mean genuine mistakes are made. I have received items then only been reminded of it when realizing it is tracked as delivered when doing my feedbacks much later. particularly when buyer buy lots of similar items.
