How to I send an agreed upon partial refund to a buyer?

If they paid by Paypal click on the transaction & there is an ability to partially refund

yep, paypal, see the payment info, theres a 'repay this payment bit.

 

looks like its saying repay the whole payment but when ya click on it, it opens a spot where you can change it to the amount you want to refund.
