Of course it wasn't showing on your offer page because it hasn't started yet.  I went into my history of offers and clicked on the 5802 one and it showed me that it was going to start in 2 days' time.  I check every day when they're getting close to being due again and they always show up two days beforehand.

That's because you have a store. I don't get these offers on my store ID either.
