I signed up for it, as I have about 400 combined relists and new unlisted items - but I was 2 days away from opening a store. In the categories I list in, I'd have to gross $3,000 a month to make back the store cost with the roughly 1% reduced fvf's.. Which I have done, but rarely.
If it's not repeated next weekend, I'll go with the store.
I have little impression of how widely offered this was.
It is highly unlikely that the promotion will be repeated next weekend. The best you could hope for would be once a month, like they used to a couple of years ago. Even then, one should never rely on promotions.

True; I'm not relying on it. Like I said, my hunch is it might be monthly, if it's regular at all. However if it does turn out to be weekly, for however long it lasts, I'll probably stick with it.
I assume ebay would realise it's a disincentive to opening a store, and therefore keep it monthly or irregular , but then they kept up the unlimited weekend fvf's for many months. It's not a huge deal; but til I see what happens next week, I've stepped back from the store.

Probably something to do with you mentioning next week, or next weekend, to see if the promo happens, to decide whether you open a store or not. Given that it's highly unlikely the free listings will happen again next weekend, you are probably best going with your decision to open a store. For the rest of us, we aren't impatient. We will wait to see if eBay offers the promo again at the end of this month. If they do, great, if they don't, well, nothing really changes.
Edit: you're wishful thinking of it being a weekly promo. "However if it does turn out to be weekly, for however long it lasts, I'll probably stick with it."
