I think ebay wants to see the end of combined invoices. There are so many ifs and buts now, few buyers can request one.
The latest hiccup is that if the seller has a discount promotion, a combined invoice is disallowed.
The only ways they can be (or were able to be) issued is for auctions and offers that are accepted.
My listings are now mostly instructions on how to increase the probability of a buyer being able to request a combined invoice.
I also state that if the buyer is forced to pay postage on each item, then I will refund the excess.
