I'm fairly sure that if the buyer uses the cart, they are not required to pay immediately. I often, even post-MP, get multiple items bought in a single transaction. Especially when they hit the trigger for a volume discount by doing so.
So that issue seems to be a buyer one.

Ahh, and there I thought ebay singled me out.
I asked one particular buyer if they could see any provisions at all for a postage discount at checkout?! "nay"
I ended up sending him a partial refund.
Another buyer said that he added items to his cart, asked to send him an invoice. But I couldn't see anything on my dashboard, lol

I don't get to offer combined postage. As I have a blanket volume ($) discount, it apparently negates postage discounts.
Those that contact me get a specific listing for what they want, at actual postage. Those that don't, get refunded less fees.
