As said before, the seller has all the power to rid themselves of non-payers, it's very simple :-

 

1. Have your buyer blocks in place.

 

2. Open non-payment cases every time if they don't pay. The non-payer will get a strike and more than one of those in 12 months and they can't buy from sellers with their blocks in place.

 

3. DONT fail to do those above.

 

4, DON'T give the buyer positive feedback with negative comments.  It's against eBay's feedback policy, and if they buyer complains YOU will get a policy violation for it.

 

How hard is that ?

You can eliminate this problem by making your items Buy It Now, with Immediate Payment marked as a requirement.

 

If you're going to keep your items as auctions, then make sure you have set up your buyer requirements correctly so that anyone who has had more than 2 (I think) non-payment issues in the past 12 months cannot buy from you. If you do have a buyer whose feedback raises red flags, then you would be better cancelling the transactions ((just make sure you use the only reason (buyers address problem) to avoid a defect on your account)) and then put them on your blocked buyers list. 

 

Sellers haven't able to leave negatives for buyers for more than 10 years and Ebay doesn't monitor for non-payment - it's up to sellers to open a dispute for non-payment in order to recover their fees.
