I just recieved a message from the winning bidder asking if i will post item overseas?? on my item, the item was listed under australian postage only, this buyer is located in sri lanka, how do i cancel the order get my fee credits back if the buyer hasnt paid yet so i can relist item.

Use the problem with buyers address option,  you may still be hit for the 30cent flagfall, but your other fee's should be refunded.

In my eBay, click selling/sold . top right of page. Click see all orders, locate the order you want to refund , click drop down arrow,  5 lines down in : cancel order  . eBay then refund your account.

Even though you have Australia only postage - double check your excluded country list as Sri Lanka wasn't on there when I checked.
