Have tried clearing cookies/cache. No dice. Also tried using a different browser. Still no luck. I suspect the problem is on ebay's side.

No. Everything else is working. There is no reason to reset my router. The problem is on eBay's side.

Not for me.
As was the case yesterday, I was able to create listings in Opera, and templates in Firefox.
