someone asked me to invoice them. I went to help and followed their instructions, but the tab I needed wasn't there.

so 1. do people have to commit to buy before I can send an invoice

      2. if they want to buy two items and I want to combine and post together how will I do that>

Of course there has to be purchase - to be able to send an invoice.

 

Secondly ask them not to pay until you have sent an invoice - with combined postage adjusted within.
