I agree Ebay should penalise non paying buyers and the seller should get a credit for the inconvenience.

FYI, eBay do penalise those who don't pay. When this happens, no charges are incurred by the seller. So what exactly do you expect to be credited?
What inconvenience? It takes but a few seconds to cancel the sale and relist if you do it manually. If that's too inconvenient for you, then take advantage of the fully automated process. If you do, then you need do nothing at all, so any perceived inconvenience is completely eliminated.

Yet another seller who regards not being paid as a positive experience.
eBay "should penalise" sellers who aren't smart enough to correctly cancel as Unpaid & set their Buyer Requirements to exclude repeat non payers.

They do. IF the seller reports the non payment
You are also leaving positive feedback for the non payers. You are encouraging and rewarding them for it
Nobody else besides you and the 'buyer' have a clue who you are talking about, since nobody else can see the buyer's username
Plus you are breaching eBay policy by leaving a big green tick with a neg comment
You complain on a two year old topic for something you reward buyers for doing
Why would you are should you get credit for that?
Stop giving non payers green ticks and report them instead
After 20 years and many many sales, you have no reason to 'not know' the basics by now
