Is there a way to check a buyers non payment history if not maybe there should be one.
No, there is not anyway to check.

In my experience the majority of NPBs have feedback ranging from 0 to around yours. And not very many at the low end. More in the hundreds.

This has very little to do with ordinary non payers, it is to do with NIGERIAN SCAMMERS who are more than likely the ones targeting the OP's attempts to sell their camera and it is unfortunate my link on how to deal with it has been lost in a senseless argument about zero feedback members.
It says in this book I am reading that by 2065 80% of women will be overweight.

They tell you that payment has been made and send an email that looks like it is from ebay or paypal and the payment is being held till you can supply proof of postage and to post the item and then they get the item and there is no money for the seller.
Sadly many fall for the scam as they do not know any better.
This is only one way to scam.

belindabargainhunter they send emails that look like they are payments and sellers will send the item off only to find out when it is too late it was a scam.
