Yes it can. When you create yoyr listing, there are details you complete (under postage and handling I think) that allow you to create whatever restrictions you like.

It's a two-stage process.
You need to select Post to Australia only, then exclude all the places you won't post to.
They are regionalised, so it's about seven areas you need to exclude.

If you don't select any service under International postage then your items will show Australia only, there is no need to exclude anything.
