If a buyer messes one around whilst auction is in process by retracting a bid, particularly a newbie (feedback 1), how does one prevent the person from bidding? Thanks

Go to the site map at the bottom of the page and click on the block bidder section and then type in their ID and follow the prompts, this will block them

If you go to the bottom of this page or My eBay page you will see 'Site Map', find 'Selling Activities', then 'Block Bidder/Buyer list'. You will see 'Add an ebay user to my Blocked Bidder/Buyer list'. Put in the user ID exactly and submit.

And if they ask you to unblock them you should make them aware that if they cancel a bid for wrong amount they must immediately reenter the bid for the correct amount.
If they do not have a good excuse leave them to gat a strike and ignore them any further, as you can also blockthem from contacting you by adding another list to your bow.
