No, it just looks a bit strange if you don't see how it works. The buyer gets the full amount of refund, 2.4%(plus 30c if it is a full refund) is paid by Paypal so you get a refund of your fee, the rest comes from you.
That is how it works if you use the refund link as you should. If you just make a payment to their email address then yes the buyer will have to pay a fee.
