Well you certainly won't get one here as ebay don't read these boards.

You need to contact ebay directly via the Customer Support link at the top-right of this page.

I received a reply from Customer Service (C& P'd below), but looks like more correspondence is needed. The only option I can see available under 'Listing Upgrades'  is to add a subtitle.

The picture pack and gallery view features should be featured on your listings in the Listing Upgrades section. When you see this error message in the Waiting to Upload section of Turbo Lister, you should be able to double click on the affected item, and see the options in the Listing Upgrades section on the right side. Are you not seeing these selections there?

Please let me know if the issue persists."
