Not sure where the rest of my post went........

I confirmed that Startrack still leaves packages at Post Offices without the payment of a surcharge as they are part of Australia Post.

Have a look at the Startrack vehicles....they have the P logo in blue and are known as Blue Post in the industry.

That's what I thought, but I wasn't sure.
