There is actually no option to charge the buyer's account with the value of the item - if you close a case after four days and tick the option that you have not received payment, you receive a final value fee credit (when an item sells, eBay charges the seller a fee based on the total price, so for example if your item was $10 with $5 postage, a 9.9% fee is charged on the $15 total, but if you close an unpaid item case they reverse that charge and issue an unpaid item strike to the buyer).
