What does it mean when you send to online auction?

This is an option provided all all fixed price (Buy It Now) listings, what it basically does is end the BIN listing and create a new listing for an auction, where members will have to bid to win / buy it.

This option appears under a none buy it now listing. What does it do?

It does what d*g said SEVEN years ago.

 

If it isn't visible now, it means that sometime in the last SEVEN years, eBay has withdrawn it.

 

Dates are important, especially in a fluid environment, which eBay is.
