why am I still getting charged 9.9% even though I have a basic store? Shouldn't it now be 9.5%?

Were the listings that you are getting charged at the higher rate listed prior to opening a store ?

Yes, I think you will pay the 9.9% on your original listings, unless you end them and relist, then you will be charged the lower fee. Depending on what you are selling this fvf could range between 8% and 9.5% for basic store (except for Technology appliances)
