Bit confused by free relists

Confused by the free relists, Im a Powerseller and apparently we are supposed to get 3 I think it is, relists of items which do not sell but when I try to do this it comes up straight away that the charge is $1.50. Can someone tell me what I am doing wrong, any ideas much appreciated : )

you have to tick the Relist button when you make the listing, not after it finishes first time

 

you can go into any listings with no bids and Revise. the 3 free relists is a tick box at the end
