Well, it is a vegetable or other serving dish, and it should have a lid (or cover.) The impressed England shows it was made between 1891 (McKinley Act)  and  1921 (when it would have been impressed Made in England.) I assume there is a faint printed mark in the middle - if you can make out any words, there are lots of on-line sites of UK marks that will help you identify it.
